Privacy notices - Parental Involvement & Engagement Census (PIE)

The Council has a duty to promote the involvement of parents in their child’s education. These obligations are described in the Scottish Schools (Parental Involvement) Act 2006 http://www.legislation.gov.uk/asp/2006/8 and the Learning Together: national action plan on parental involvement, parental engagement, family learning and learning at home 2018-2021 https://www.gov.scot/publications/learning-together-scotlands-national-action-plan-parental-involvement-parental-engagement/pages/14/

We are carrying out this census to get base line information on how well you are involved in your child’s education. This data will be used to improve parental involvement and engagement and inform future policy.

We are using a standard survey to allow The Scottish Government to compare parental engagement across all 32 local authorities. Post code data is asked for but will only be used to establish the Scottish Index of Multiple Deprivation Quintile and also the Data Zone of the respondent. The post code will be removed from the main dataset before it is transferred to The Scottish Government. Therefore, the data sent to the Scottish Government will be anonymous.

The processing of personal information is necessary to enable us to fulfil our statutory function under the Scottish Schools (Parental Involvement) Act 2006. The condition for processing is, therefore, Article 6(1)(e) of GDPR – the process is necessary for the performance of a task carried out in the public interest. 

All parents should have access to support and advice to help them to engage in the child’s learning. For this reason we need to collect some sensitive personal data on gender and ethnicity. The processing of sensitive personal data is necessary as we have a responsibility to identify and address barriers that limit parents’ involvement and engagement under the national action plan. The condition for processing this sensitive personal data is Article 9(2)(g) of GDPR – processing of sensitive personal data including gender and ethnicity is required to assess the equality of opportunity or treatment (Schedule 1, Part 2, paragraph 8 of the Data Protection Act 2018).

For the purpose of this survey, the data will be anonymised and shared with The Scottish Government for statistical purposes. The Scottish Government in turn may allow third party organisations, such as researchers or charities, access to this statistical information.

The initial dataset, which includes the postcode, will be retained for a maximum of one year. The anonymised data will be held as long as it is required for planning and policy purposes.

Your personal information is not subject to automated decision making or profiling.
